Three people were arrested Sunday in Pottawatomie County on a variety of drug-related charges. At about 3:45 a.m. Pottawatomie County Sheriff Deputy William Cline stopped a green 1994 Chevrolet Camaro near Enoch Lane and Frontage Road in Manhattan. During this traffic stop, one occupant of the vehicle fled on foot.
This individual, identified as Joseph Luven Pham-Gardner, 28, of Onaga was later captured by Sheriff Deputies along with the assistance of the Riley County Police Department for Criminal possession of a firearm, interference with law enforcement, possession of a hallucinogenic drug, possession of a stimulant drug and possession of drug paraphernalia, with a bond of $25,000.
The driver of the Camaro, Patrick Arrow, 22, of Louisville, was taken into custody for similar charges and the third occupant, Seth Lightfoot, 21, of Blaine, was taken into custody for possession of a hallucinogenic drug, possession of a stimulant drug and possession of drug paraphernalia. Bonds for Arrow and Lightfoot were also $25,000 each.
Sheriff Greg Riat indicates During this stop a quantity of marijuana and methamphetamine were seized as well as the vehicle.

An arrest was made by Pottawatomie County Sheriff’s Deputies on Christmas Day. Sheriff Greg Riat says it all started just after 11:50 p.m. Christmas Eve when deputies were dispatched to a residence on William Drive in Manhattan for a report of a vehicle burglary in progress. The owner of the vehicle discovered someone inside his vehicle in front of his home.
The approached the suspect who reportedly fled from the area. Deputies arriving on scene along with help from the Riley County Police Department conducted an extensive search of the area but were initially unable to locate the suspect. Deputy Darin Labarge with the Sheriff’s Office had responded to the burglary and was able to identify a vehicle in the area that appeared to be out of place.
The investigation led Sheriff Deputies to a residence in Wamego at 211 Walnut Street. At 5:44 a.m. Sheriff Deputies along with the assistance of the Wamego Police Department made contact at this residence with the suspect, identified as David Graham Phillips, 26. Phillips was taken into custody for burglary and attempted theft.
Later on Christmas Day, a search warrant was served on the same residence and Items were recovered during the search that were reported to be stolen, as well as drug paraphernalia, which was added to Phillips charges.
It was also discovered during this investigation that a second vehicle burglary had occurred at a residence on North Dwight Drive in Manhattan, which likely occurred also during Christmas Eve, or early Christmas morning.
Phillips’ bond was set at $10,000.
