The Riley County Law Enforcement Agency Law Board overwhelmingly approved authorizing Riley County Police administrators to proceed with a partially self-funded workers compensation plan with Assurance Partners. Board Member Wynn Butler and Chair Robert Boyd expressed support of the plan prior to the vote, with both saying “it’s a good plan.”
Assurance Partners President/CEO Jim Wilson and Representative Leslie Webb presented a detailed analysis of such a plan, recounting work on it the past 36 months. RCPD Director Brad Schoen told the board with Assurance’s help, they’d already made an application to the state to proceed down the self-insured workers compensation plan path, but knew they’d need the board’s support to continue.
 Wilson told the board the plan has under discussion for 36 plus months as a pathway RCPD might consider.
The action was taken following an update on the partially self-funded group health insurance plan, which is described by Schoen as one of the success stories over the last few years. The fund is now at $144,000 and should continue to grow by three to four-thousand dollars a year.
That pleased board members, including Chair Robert Boyd, who echoed the Director’s comments, says “It is a true success story…nicely done.”

And Board Member Wynn Butler had high praise, saying what they’d done is “commendable” saying they’d saved taxpayer money but also taken care of the employes , adding “that is good budget management.”

The group also congratulated County Attorney Barry Wilkerson for his recent Prosecutor of the Year Award by the Kansas County and District Attorney’s Association and retiring Auxiliary Lieutenant Jery Beihl received a standing ovation.
