Carter was arrested on offenses of possession of opiate, opium, narcotic or certain stimulant, possession of paraphernalia w/ intent to manufacture/plant/ cultivate controlled substance, use/possess with the intent to use drug paraphernalia and criminal damage to property. Carter was issued a total bond of $5,000.00 causing him to remain confined at the time of this report.

Derek Blea, 26, of Manhattan was arrested while in the 1000 block of Colorado St. in Manhattan on May 17, 2019, at approximately 4:00 PM.
